Subject: Anaheim Police Chief Makes Request to Anaheim City Council to Fund Body Worn Camera Initiative
On Tuesday, September 9, 2014 at the regularly scheduled Anaheim City Council Meeting, Anaheim Police Chief Raul Quezada will go before the City Council to request funding for a body worn camera initiative.
The Department has been testing various body-worn technologies for 18 months and recently selected TASER Axon platform for deployment. This selection came at the recommendation of a 20 officer test group who tested 11 different body-worn camera options, from various manufacturers.
“The implementation of this body worn camera technology will augment the voice recorders Anaheim Officers have been wearing for several years,”said Anaheim Police Chief Raul Quezada.
“It will help us gather and preserve the best possible evidence and serve as another layer of transparency for the public we serve.”The estimated cost of this project is not expected to exceed $1,150,000 over the next five years. This will include the acquisition of the TASER Axonbody-worn cameras, digital evidence storage, and all related equipment, services, and upgrades. In addition, the Department will add a full-time Civil Liabilities Investigator to manage the implementation, storage, and maintenance of the body-worn camera program. This Civilian Investigator willrespond to requests for discovery in court proceedings, Public Records Act requests, and provide essential training data to our Professional Standards Bureau.”
Upon receiving Council approval, the Department will begin the acquisition and personnel training process that is anticipated to take several months.
The Department will notify the public when the technology is rolled out to Patrol Officers and the related policy manual sections will be posted on the Department’s website, www.anaheim.net/police, for public inspection.
