North Orange County Community College District Trustees Endorse Dr. Jose F. Moreno for Anaheim City Council
(Anaheim) – Today, Dr. Jose F. Moreno received the endorsements of two members of the North Orange County Community College District (NOCCCD) Board of Trustees: Leonard Lahtinen and Donna Miller.
Leonard Lahtinen has served on the NOCCCD Board for 24 years. During that time he has been elected to multiple terms as President and Vice President, as well as Secretary.
“A resident of Anaheim’s west side, I have spent many years working within the community, participating with neighborhood groups, and bringing the concerns of west side residents to Anaheim City Council,” Lahtinen said.
“As a fellow educator and father residing in Anaheim, I’m endorsing Dr. Moreno because like him, I believe a greater, better Anaheim is possible. Anaheim is at its best when the concerns and needs of all community residents are attended to in the decision-making process of City Hall. I’m certain that Dr. Moreno, being an active Anaheim resident, father, and educator, will bring much needed understanding, experience, and leadership to the Anaheim City Council. Electing Dr. Moreno will bring balance to our city and I’m proud to stand with him today. I urge Anaheim voters to join me in voting for Dr. Moreno on November 4th for Anaheim City Council.”
Donna Miller has been a NOCCCD Board member for over 18 years. Like Mr. Lahtinen, she has also served in leadership roles, being elected several times for President, Vice President, and Secretary.

Moreno’s record of achievement speaks for itself,” Miller stated. “As a member of the Anaheim City School District Board, and now its President, he not only focuses on Anaheim’s youth, he also works diligently with parents and families to meet their needs. As a city and community leader, Dr. Moreno is willing and able to listen and work with people from all backgrounds. I’m proud to endorse Dr. Moreno, as a City Councilmember, he will be able to unite Anaheim and move the city forward.”
“I am honored to receive the support of both Donna Miller and Leonard Lahtinen today,” said Dr. Moreno. “They both have a legacy of leadership in our City and in particular in the North Orange County Community College District. I am humbled by their confidence in me. The NOCCCD is one of this area’s most important institutions, because it provides critical preparation for our students and prepares them for careers that will ultimately enrich our entire community. As a City Councilmember, my focus will be on investing in Anaheim in all areas: education, public safety, infrastructure, and our neighborhoods, in order to build an even greater City.”
Dr. Jose F. Moreno is currently the President of the Board of Education for the Anaheim City School District. He is also an Associate Professor at California State University, Long Beach, where he focuses on Latino Education and Policy Studies.
Dr. Moreno received his B.A. in Social Ecology from the University of California, Irvine, his Ed.M. from Harvard University, and his Ed.D. from the Harvard University Graduate School of Education in Administration, Planning, and Social Policy.
Dr. Jose F. Moreno also sits on the Board of Directors for the Orange County Community Housing Corporation (OCCHC) which works to help extremely low-income families, with salaries under $10 an hour, gain greater self-sufficiency and lead enriched lives. He also sits on the Anaheim Police Department Chief’s Advisory Board. In 2007, he was honored as the Anaheim LULAC Citizen of the Year and recognized as one of the 100 most influential Latinos of Orange County in 2008 by Stay Connected OC-Emerging Markets Network.
A father of four beautiful girls, Dr. Moreno and his wife, Lorena Moreno, a Principal in the Long Beach Unified School District, are among the founding parents of the first Dual Language Immersion Program in Anaheim.
