ANAHEIM CITY COUNCIL APPROVES QUALITY RENTAL HOUSING PROGRAM
Fines will be assessed for substandard living conditions, and Safe Home Certificates will be given to property owners who comply with defined living standards.
ANAHEIM, Calif. (February 27, 2014) The City of Anaheim is taking a firm stance to ensure quality rental housing is made available for all residents living in Anaheim.
At Tuesday night’s City Council meeting, the City Council members voted unanimously to introduce measures to ensure safe, clean living conditions exist citywide. The Council approved an Ordinance adopting the Quality Rental Housing Program, and approved a resolution adopting a schedule of civil fines for the issuance of civil citations to be added to the Anaheim Municipal Code.
The goal of the Quality Rental Housing Program is to provide safe and healthy housing units and neighborhoods. The Program will include routine, periodic survey of rental housing units. These surveys will allow the City to identify and work with owners to correct code violations.
Substandard residential properties negatively impact the quality of life for all of Anaheim’s residents, and can pose health threats and unsafe conditions to those living in the substandard housing.
Or course the majority of property owners comply with basic standards of maintenance and upkeep. As part of the Quality Rental Housing Program, the City will reward property owners who keep their residential units in quality condition, and will issue Safe Home Certificates. There is no cost to the property owners to participate in the program, other than Business License fees that are already required when an owner has four our more rental properties in the City.
Housing units located on sites or in buildings containing two more units must participate in the program. Units already subject to inspection through another program, such as Section 8 Housing, will be exempt. Units that are less than 20 years old as measured from the date of their final building inspection shall also be exempt.
