Subject: Arrest of Homicide Suspect
On Wednesday, March 11, 2015, at approximately 8:40 am, an Anaheim Police Officer stopped a vehicle driving erratically in the area of South Loara Street and West Broadway. The passenger in the car, Pedro Francisco Toro (4/28/1988), was suffering from a laceration to the neck and bleeding profusely. Officers provided immediate medical aid and summoned paramedics from Anaheim Fire & Rescue.
Toro was transported to UCI Medical Center where he was pronounced deceased.
Detectives from the Homicide/Major Assault Detail immediately began the investigative process and today obtained an arrest warrant for James Robertson Fraser (7/1/1983), a resident of Garden Grove, for the murder of Toro.
Fraser turned himself in at Anaheim Police Department Headquarters earlier this evening and is currently being held at the Anaheim Police Department Temporary Detention Facility on one million dollars bail.
